"Carpenter" written by Liu Zhong Yuan of the Tang Dynasty
"The carpenter doesn't have enough working tools so others are puzzled by his ways. One day he is invited to build a house and is quite skilled in managing the job. He judges the wood and the measurements and gives orders to his fellow men. The job is finished nice and quick.
To run a country is just like building a house. It is not neccessary to do everything yourself as long as you understand the way and can manage others to finish the tasks."
